Terry hesitated for a moment, weighing his options. He couldn't just give the transmitter to Captain America...it was too dangerous. But if he refused, there was no telling what might happen. In the end, he decided on a compromise of sorts. "Fine," he said reluctantly, tossing the device toward the other figure. "But you have to promise me one thing."
Captain America caught the transmitter easily, his expression unreadable beneath the green radiation. "What's that?" he growled.

"You can't do this alone," Terry said slowly, careful to choose his words carefully. "There are people who care about this city, who will stand against you if they have to. If you want any of this to end peacefully..." He trailed off, letting the implied threat hang in the air between them.
Captain America glared at Terry for a long moment before nodding once, his expression solemn. "I understand," he said quietly.
