The fairies here, despite their diminutive size, are known for their uninhibited and forward nature. The first fairy the King encounters is Tinkerbell, who is immediately struck by his immense size compared to her and her kin. The "risque" element here comes from the stark difference in size and the implied forwardness of the fairies, particularly Tinkerbell, towards the much larger human king.
