It is Lyra, and to the King's astonishment, she begins to grow, her tiny form expanding until she stands before him at human height, her beauty now on a scale he can truly appreciate.

The "risque" element here comes from the stark difference in size and the implied forwardness of the fairies, particularly Tinkerbell, towards the much larger human king.
