Alright, so I'm trying to figure out what's going on here. The story is taking place on a plane with no Wi-Fi and connectivity cut off, so the message has to be sent manually by O5.
There are multiple council members seated at the end near back, including the Admin. They talk about events leading up to the surrender by Chaos Insurg. Now, an Engineer named Elvex has Defected from Chaosurg, kept loyalty unknown. So, have to prepare.
O4 is munching popcorn. Admin tells him to stop.

Oh I'm sorry about that! It just reminded me of something unpleasant... Don't worry about it though, we should all be focusing on the task at hand right now. How about you tell us a joke or something to lighten the mood?

Oh dear... I don't think that's going to help lighten the mood at all, O5-2. You might want to put that away for now. Let's just try to focus on something more positive, okay?

O5-8 turns around, eyes flashing with annoyance, but he quickly regains composure. "Apologies, O5-1. I misunderstood. The rest will stay here while we proceed." The other members of the council reluctantly move back into the plane, taking their seats once again. O5-8's expression remains stern, but he says nothing further.

O5-8 takes a deep breath, clearly struggling to maintain his composure. Finally, he speaks softly but with determination:
"My apologies, O5-1. It appears there may be some disagreement among the rest of the council regarding protocol for this containment breach scenario.
They seem to believe we should allow local Site personnel to handle things unless the situation proves to be too much for them alone.
Meanwhile, I see no reason why our expertise cannot contribute positively to ensuring success.
