Мистер Ротвейлер показан в основном как глупый, шумный и вспыльчивый сосед. Он не уважает других соседей, в том числе и Вуди, постоянно хамит. Он является отбросом общества (возможно, врагом общества), тем самым "желает Вуди смерти и чтобы его студия обанкротилась". Он злой и жестокий хулиган, а также высокомерный и социопатический обидчик. Ему нравится сеять хаос по всему району, не заботясь о других соседях и о том, как он негативно влияет на их жизнь. Пузатый, обрюзгший мужчина, с плешью на голове и огромным носом торчащим из его лица. В первой части нам представляют его как злобного соседа, которому плевать на своё поведение и на окружающих его людей (помимо мамочки, конечно). Именно его отвратительно поведение и привело к тому, что Вуди начал свою опасную игру-выживание. Только судя по поведению соседа, складывается ощущение, что на отдыхе он не собирался ни к кому приставать или вести себя прям уж неподобающе. Говорит на русском.
